Proposed Expansion of Existing Worship Center and Construction of a Child Care/Adult Education Center For The Westside Church Minis try.
An application for a text amendment, an expansion of the existing worship center and a new child care/adult education center will be submitted to the City of Bend for the property identified on Tax Map 17-12-31B, Tax Lot 100; and Tax Map 17-11-36, Tax Lot 311. The site includes two tax lots totaling 13.76-acres in area; located on the south side of Shevlin Park Road and west of Newport Hills Drive, in Bend.
The property is zoned both Standard Density Residential (RS) and Medium Density Residential (RM) on the Bend Zoning Map and is designated the same on the Bend General Plan. Access will be taken from Shevlin Park Road. A Site Plan and building elevations of the expanded worship center and the proposed child care/adult education center will be available for your review at the public meeting.
The meeting will be held Tuesday, November 6, 2007, at 5:30 P.M. at the Westside Church, located at 2051 NW Shevlin Park Road, Bend,Oregon.

Urban Growth Boundary Info

The Bend Planning Commission is recruiting a member of each Neighborhood Association to participate in a Technical Advisory Committee to assist in considering a proposed expansion of the Urban Growth Boundary. The details are included below. One of the expansion sites is for a new Elementary School beyond Summit High School along Skyliner Drive.

Technical Advisory Committee
The purpose
of this e-mail is to invite you, or a representative of your
organization, to participate in a Technical Advisory Committee
(TAC) to assist the City of Bend Planning Commission in
considering a proposed expansion of Bend's Urban Growth
Boundary (UGB). We currently expect this TAC to meet
approximately 6 times between now and January 2008.
Membership on this TAC will consist of organizations and
individuals who participated in a previous TAC formed in
September 2005 to assist City planning staff and additional
members selected by the Planning Commission.
As you may
know, the City of Bend has released a proposal to expand the
UGB and make related amendments to the City's planning
documents. Public hearings on this proposal were held
before the Planning Commission during July and August.
Following those hearings, the Planning Commission
suspended the hearing process until January 2008, and decided
to use the time between now and then to hold a series of work
sessions. Each work session will focus on specific issues
related to the UGB proposal, with the purpose of gaining a
thorough understanding of the proposal and considering
potential adjustments that may be warranted.
The primary
purpose of the TAC during this period will be to assist the
Planning Commission as it considers the various issues to be
addressed at upcoming work sessions. The TAC will meet
about a week prior to each Planning Commission work session to
review and discuss those topics that will be on the upcoming
work session agenda. Summaries of these TAC meetings will
be prepared and provided to the Planning Commission in advance
of each work session, to help inform the Commission's
consideration of specific issues. TAC members will also
be invited to attend each Planning Commission work session to
answer questions and interact directly with the Commission.
Meetings of the TAC will be co-chaired by myself, as
Chair of the Bend Planning Commission, and City Planning
staff.
It's important
to note that the Planning Commission is seeking the perspective
of TAC members on specific issues related to the current UGB
proposal. Input provided by the TAC will be extremely
valuable and important to the Planning Commission at this stage
in the process. While this input may lead to a revised
UGB proposal, the Commission does not intend to ask the TAC for
consensus or a specific recommendation on either the current
proposal or a modified proposal.
An initial
meeting of the TAC has been scheduled for Thursday, October 4,
2007, from 3:30-5:30 p.m. in the DeArmond Room, 1st Floor of
the County Services Building, 1300 NW Wall Street. An
agenda for that meeting will be e-mailed to TAC members.
Subsequent TAC meeting dates, locations, and agendas will
be identified during the October 4th initial TAC
meeting.

UGB public meeting highlights
* The proposed UGB is based on a 20 year population forecast, or 113,000 people by 2027.
* The proposed increase is by 3,050 acres of vacant buildable lots, with 2,550 of that being for housing, streets, parks, schools ,etc, 300 for employment / commercial, and 200 acres for a future university site at Juniper Ridge.
* The bulk of the proposed growth will be in the NE corner of the city due to the abundance of buildable sites, and the proximity to the water treatment plant. (Gravity works with the sewer system if more building is done over there.)
How does this affect SWNA?
-There is a small amount of acreage off Skyliners Rd. west of Summit High School that is being considered for addition to the UGB. The approximately 80 acres slated for inclusion would include 15 acres for an Elementary School with proposed access off an extension of Lolo Road. This Elementary School would support those living south of Skyliner Rd to the Widgi Creek housing area. This school is tentatively scheduled for completion fall of 2008 if approved. The additional 65 acres would be for future residential development.
This proposal would require the movement of the main water supply lines and either addition of that section of Skyliners Rd to the urban boundary and expansion of the right of way for sidewalks/bike paths or the inclusion of the Lolo Road into the urban boundary (currently an easement).
- There is a proposed "Major Collector" road that would be built between Century Dr., Skyliners Rd and Shevlin Park Rd, west of Mt Washington Dr.
