LOCATION: The site is located on the south side of Shevlin Park Road, east of Northwest Crossing Drive, and west of Newport Hills Drive. Although a separate tax lot, the subject property is located at the southwestern edge of the property that has been assigned an address of 2051 NW Shevlin Park Road (Westside Church property). The property is identified as Tax Lot 311 on the Deschutes County Assessor’s Map 17-11-36.
REQUEST: The applicant requests that the City of Bend remove the words “Church Park 2.4 ac” from Figure 2.7.330C, NorthWest Crossing Overlay District. The applicant also requests that the figures identified as 2.7.320.B; 2.7.320.C; 2.7.320D; 2.7.320E; 2.7.320.F; 2.7.320.L; and 2.7.330C, be amended to delete the park designation shading from the subject property (17-1 1-3600-0031 1).

All persons wishing to be heard on this issue are invited to attend the public hearing or to mail written comments to the City of Bend Planning Division,71 0 NW Wall St., Bend Oregon 97701. Comments must be directed toward the ordinance criteria that apply to this request. Failure to raise an issue in person at the hearing or in writing, or failure to provide statements or evidence with sufficient specificity to afford the decision-maker an opportunity to respond to the issue precludes appeal based on that issue. Please refer to the proiect number in your written comments. Written comments may be submitted at any time prior to or at the hearing, but should be received 14 days prior to the hearing (April 4, 2008) to be considered in the Staff Report.
Acopy of the application, all documents and evidence submitted by or on behalf of the applicant, and applicable criteria are available for inspection at no cost and will be provided at a reasonable cost. A copy of the Staff Report will be available for inspection at no cost at least 7 days prior to the hearing and will be provided at a reasonable cost.

Reminds Property Owners about Snow Removal Responsibilities
With the winter months just ahead,
the City of Bend is reminding residents and businesses that all
adjacent sidewalks in front of homes and businesses must be
clear of snow and ice after a winter storm event. In addition,
maintaining the sidewalks adjacent to the city bus stops is
imperative. This will enable people, including those with
disabilities, easy access to Bend Area Transit services
throughout the winter months.
The City of Bend Code 5.340
requires that sidewalks be cleared of all snow no later than
six hours after the snowfall. Below is more information
regarding snow and ice requirements for homes and
businesses:
Snow should not remain on the
sidewalk for a period longer than the first six hours of
daylight after the snow has fallen in the commercial areas and
one day in all other areas.
Ice should not remain on the
sidewalk for more than six hours of daylight in commercial
areas and one day in all other areas after the ice has formed
unless the ice is covered with sand, ashes, or other suitable
materials to assure safe travel.
When public walks are found in
violation (Class C Infraction,) the property owner can be
issued a citation with an initial fine of $100.00. If a
property owner has questions regarding the snow removal
ordinance or procedures, they should call the Bend Police
Department at 322-2976, or contact the Bend Area Transit at
317-3039 for bus stop questions.
Following these requirements will ensure that the Bend
community can access sidewalks and bus stops during the winter
months.
City Offers a Behind-the-Scenes Look at the Police Department: Enroll in the Citizens’ Police Academy
The Bend Police Department is now accepting applications for its fall Citizens’ Academy program. Enroll in the exciting “information” academy for a behind-the-scenes look at the Bend Police Department. The Academy begins September 25 and meets each Tuesday night for an eight-week period from 6:00 p.m. to 9:00 p.m. Citizen Academy instruction covers everything from narcotics to K-9 (canine), SWAT (special weapons and tactics) to traffic enforcement and more.
The Citizens’ Academy program informs citizens about the inner-workings of local law enforcement and provides graduates with the knowledge and ability necessary to become Police Department volunteers.
When students graduate from Citizens’ Academy, they are eligible to become City of Bend Police Department volunteers. Volunteers are assigned to duty for various Police Department programs, to include: abandoned vehicles, couriers, disabled parking, and assisting at special public events.

City Offers Opportunity to Contribute to Water and Sewer Rate Structure: Volunteer to Assist in Rate and Rate Structure Development
Dear Neighborhood Association Members,
As you may be aware, the City of Bend has begun a water & sewer rate study in order to develop new rates and rate structure that meets the following objectives set by the City Council:
Promote Sufficient and Stable Revenue
Promote Stable Rates
Promote Conservation
Promote Equity
Administratively Manageable
Cost of Service Based – Industry Standard Affordable to Low Income & Disadvantaged Customers
As part of the public involvement process connected to this study, we are forming a Staff Advisory Committee. This committee will help weigh the potential rate options that come out of our study and advise staff on a preferred direction. We would like to invite a few people to represent the Bend Neighborhood Associations as part of this committee. The committee will be made up of 12 consumers, representing various user types within the two utilities.
The Staff Advisory Committee will be asked to meet six times over the next three months. The first meeting is scheduled for the week of September 10. Each meeting will last no longer than two hours. The agenda will consist of background and education on the current rate structure, need for a new rate structure and process to achieve it.
The committee will also come to understand the various options available, as well as pros and cons of those options, particularly amongst different user groups. Ultimately, the committee will be shown final rate structure options and asked to discuss those options and give recommendations as to their preference(s).
Staff will then make its recommendations, including the advisory committee's input, to Bend City Council. We hope you will agree to lend your voice to this important process.
