Southwest Bend Neighborhood Association Board Minutes 

November 9, 2004

Romaine Village Meeting Hall  

 

Board President, Mike Lovely, called the meeting to order at 7:15 PM.  Carl Metler, Ronda Metler, Dianne Crampton and Mike Lovely were present.  Rod Cathcart, Joe Barry and Linda Spring were absent.

 

Mike reported that there is $1,439.78 in the treasury.  Dianne turned in an additional $375, which included $250 in sponsorship from Les Schwab, $25 for a newsletter ad, $25 for an Entertainment Guide and $75 in Mrs. Santa booth sales bringing the total to $1,814.78. 

 

The September Board minutes were read and were approved.  The General Membership meeting recap notes were also read and approved.  The Board directed Dianne to send the recap out to the membership E-mail list.

 

The Board discussed what are the “legal” constraints about doing a refinement plan.  The Board decided to speak with individual Council members.  Dianne was also asked to send Julie Price copies of SBNA Board minutes.

 

The Board discussed the sewer request of Homestead and Pinebrook residents.  Dianne checked with Andy Lindsey and currently there are no sewer stubs on the commercial property located along the Bend Parkway.  Once Homestead and Pinebrook receive sewer, the stubs will be more available for commercial hookup along the Parkway.  Carl reported that if you reside within 300 feet from a sewer main, you are required to hook up regardless of whether your septic tank is in good shape or not.

 

Mike reported that he attended the November 4 meeting.  He reported that the City will not take responsibility for the wiring or pump stations.  He also reported that part of the cost for the $10,000 - $12,000 hook up is for repaving of the streets.  He added that the City has Homestead scheduled for repaving anyway in a couple of years.  He also reported that the homeowner’s cost of bringing sewer from the street stub to the home will run between $1,000 - $3,000 in system development charges.  The Board discussed whether some of the families in the Homestead and Pinebrook areas would be able to afford these hook up charges without grant subsidy.  Dianne offered to look into grant alternatives and reported that she had spoken with Andy Lindsey about the matter and he indicated that he would be willing to work with SBNA is searching out and securing grants.

 

Mike reported that the next C&0 meeting is November 18.  Mike expressed a concern that the authority of neighborhood associations could weaken.  Carl indicated that he would attend the meeting.

 

On the matter of Refinement Planning, various Councilors were identified to speak with about our concerns.  Mike indicated he would be speaking with Judy Clinton about the matter.  He also recommended that the Board take a stand on requesting specific design standards for buildings constructed along the Parkway.  The Board discussed the bleak store front look of most WINCO buildings and the extensive amount of parking required for a 90,000 square foot building without taking into consideration a center approach with shared parking.

 

The meeting concluded at 9:00.
