SBNA May Board Meeting

The meeting was called to order by Mike Lovely at 7:15 PM. Carl Metler, Ronda Metler, Mike Lovely, Joe Barry and Dianne Crampton were present.
The meeting minutes from April 13 were tabled for a future reading. The ballots from the General Membership Meeting were presented for the record and Dianne was asked to present a General Membership Meeting summary for posting to the membership.
Joe Barry reported that we made $45 on the basket raffle at the meeting and Dianne Crampton was paid $20 for out of pocket expenses. Mike reported that he would update the Board on the remaining Communication Grant funding. To date, SBNA has $1253.50 in the treasury.
New Board Member, Linda Spring, is unable to attend meetings on the second Tuesday of each month because of prior board conflicts. It was decided to meet the first Tuesday of each month.
Carl reported that the Website is blocking him from adding new information. Also, the City of Bend, has posted a wrong name for SBNA on the current website and Carl has been blocked from changing it. Mike will follow up with Julie Price.
Mike reported on Senate Bill 360. Joe went to the first meeting and Mike the second held at Summit High School. Mike testified at the meeting that the Bill should not apply to City residents and protested the $25 fee. Mike will continue to attend the meetings. From the neighborhood perspective, we participate in the Bend Fire Free Program and pay taxes for a local fire department. Likewise, the cutting of trees within 50 feet of a home would mean that many city lots would not accommodate trees because some of the lots are only 50 feet wide. For now, there will not be a fee assessed city residents.
Mike reported on the land use 04-282 response. It is the position of the neighborhood association that we want the Water Overlay zone to be enforceable. We agree that if a property that is currently in the overlay zone is destroyed that it may be rebuilt. We disagree, however that the WAS be modified to suit other causes. Mike will draft a letter with our response.
Mike reported that he wanted a member of the Pinebrook Homeowners Association to participate with us as we go forward in monitoring the proposed overpass on Murphy road. Mike will contact Pinebrook HOA and New Hope Church.
The third street triangle: The Forest Service is still in a holding pattern. The sale of their building resulted in less money than anticipated. The idea of the school district purchasing the land is not for discussion because the district just purchased 20 acres from Jan Ward next to Jewel School. Mike will get a copy of the Brooks Scanlon easement.
Ronda reported that she had contacted Cheryl Howard to offer her assistance for the Weed Pull and had not heard anything from her for the past few months. There was no return call or message from Cheryl. Ronda claimed she has done nothing with the project due to the lack of response from Cheryl. Ronda was asked to call Cheryl again.

Ronda agreed to research SBNA’s incorporation. Mike will contact Jim Clinton to retrieve the Nonprofit Handbook given to SBNA when Jim was president.
There was a motion to contact members about initiating a plan for a dog park and the board voted 2 for and 3 against the idea.
Dianne was asked to contact Yvonne at the Bend LaPine school district to reserve the Elk Meadow School Library for the next Board Meeting on June 1, 2004.
