Meeting Minutes of the August 3, 2004 Board Meeting a
Bend LaPine School District
6:30 – 8:30 PM.
Board members in attendance: Mike Lovely, Dianne Crampton, Joe Barry, Rod Cathcart, Carl Metler, Ronda Metler.

The minutes from the July meetings were read and approved. Joe Barry reported that there is $1,361.78 in the treasury.
Deborah Hogan reported that the proposed South Parkway refinement plan is not one of her job assignments. She indicated that it is an ODOT and City of Bend issue based on the Oregon Transportations limit of access to the Parkway. This leaves the City with problems of East/West connectivity and that the H modified plan presented by ODOT and accepted by the City is the course of action the City of Bend will pursue.
Currently the City of Bend does not have money for infrastructure improvements. Rod Cathcart mentioned that the financial situation could change almost immediately if new funding partners like developers come into the picture. Deborah Hogan agreed.
The City of Bend is pursuing a frontage road, access over the Parkway at Murphy Road and improvements to Parrell Road. It was determined that the Mountain High Homeowner’s Association in SE Bend and Sunset View Estates and Ron Fox are stakeholders in how the east/west connectivity will take place.
Rod emphasized that the east/west connectivity issue will be solved through a sequence of roads to diffuse traffic through multiple routs. Deborah Hogan agreed.
Mike Lovely stressed that the Brooks Scanlon easement connecting Brookswood to a proposed frontage road makes the most sense and if done correctly can minimize condemnation of existing homes.
Deborah Hogan stated that the staff’s current opinion is to avoid taking homes. She also stressed that a 16 foot median would be built on a collector road to mitigate traffic and that the Brooks Scanlon easement might not have the traffic volume engineers are proposing if Pinebrook is open to the proposed frontage road. She added that ODOT is currently working on the MPO model to determine actual trips.
When asked about placing round-a-bouts on Brookswood, Deborah stated that they fail at around 20,000 trips for single lane construction. She said City residents are not ready for double lane round-a-bouts. Brookswood’s trips are projected to be higher and are currently at around 18,000 trips per day before new subdivisions are slated to come on line. At one time, Brookswood was predicted to need 5 lanes.
For example, Colorado’s round-a-bouts are already failing at certain times of the day at 18,000 trips. Brookswood will probably be slated for traffic lights.
At Ponderosa, ODOT has added $1Million for Parkway improvements. There will be enough money to install a barrier between north/south lanes on HWY 97 and a right in right out turn lane on Ponderosa. There is no plan for an overpass at Ponderosa.
Rod Cathcart said that improvements to Poplar would impact Ponderosa.
He said that when much of Southwest Bend was annexed, the county had previously made Ponderosa a minor collector with no public input. When annexed, the City did not have a minor collector definition so the City made Ponderosa a collector. Therefore, the City’s option for east/west connectivity includes using Poplar which flows into Ponderosa.
Deborah indicated that the South Parkway refinement planning process will be given to City Planner David Natowski to handle. She indicated that sometimes Portland State University’s advanced degree candidates will do a refinement plan as part of their school projects. We should consider checking it out if we plan on applying for grants. Dianne moved that we write a letter to David to apply for a TGM Grant.
Mike Lovely reported that Hendrickson Homes River Rim Type 1 variance was approved. He indicated that the Quail Pine Type 1 variance was withdrawn.
Mike reported that the Badger Crossing development is coming forward for review. The development is west of the Church and south of Cascade View mobile Homes. Eileen Deise, who works with Steve Scott, would not return his calls. He called the Beaverton office of Monticello Homes and the phone was disconnected. Later he was told that Bret at Monticello Homes doesn’t want to work with the neighborhood association and cancelled the appointment with Mike to view the development and proposed access to and from Brookswood. He said the City had already approved the development.
However, Steve Miller from the City said that the development had not been approved. He said it is a proposed 39 parcel subdivision and Badger is the north boundary. The proposal is to change 11 tax lots to increase the building footprint beyond 35% and 2 parcels are less than 4,000 Sq. Feet. An access road cuts through a couple of lots with easements that cut into set back areas. Since the code limits building size to 35% of the lot and the minimum lot square footage in the code is 4000 square feel, Carl moved to oppose the development and Dianne seconded the motion. The motion unanimously was passed. Mike will write a letter of opposition and present it to the City.
Mike brought up another land use action whereby a Foster Care home at 60939 McMullen road is being proposed in a single family home zone. Because the use does not fall within the single family home zone, and there are questions about lot coverage and parking, Dianne moved to oppose the request and Rod seconded the motion. The board vote was unanimous.
The board discussed holding the fall general membership meeting in October. The meeting concluded at 8:30 PM
