KING AND COMPANY VISITED BANA

 

City Manager Eric King was joined by Transportation Manager Nick Arnis, and Bend Business Advocate, John Skidmore to discuss transportation and Juniper Ridge (JR) issues. Members numbering 12 carried on a significant exchange of information with the city officials. Eric revealed plans to present Juniper Ridge as an Enterprise Zone providing tax incentives to companies who move into the sub-employment area recently subdivided. Nick presented the city response to the ODOT plans for US97 corridor and announced that construction of the 18th and Empire roundabout will begin next spring. John promised to keep BANA in the loop regarding JR Management Board meetings.

 

 

 

LETTER FROM CHAIR

 

Dear Neighbors,

 

We can be thankful this year that in spite of budget challenges, City Council decided to continue supporting neighborhood associations through new code (soon to be readable at the city's new website). To me this means the Council believes citizen involvement in the process of governing is so important that it is willing to share some of the general fund to help citizens organize. In addition to providing $1.00 per tax lot for communications, indemnity insurance for board members and a contract for website support, the Council encourages city staff and facilities be available off hours as frequently as possible for association activities.

 

Our general meeting was successful in that way and an encouragement to all present. Enough members were present to pass new bylaws soon to be added to the website. If more members were present perhaps we could have elected a new board. Also encouraging to me was that several new members have been added to BANA through online applications.

 

I have enjoyed being chair these past 2 years in addition to my prior involvement since 2006. Meeting great people, learning how government operates and developing leadership skills have benefited me greatly. The skill I have not developed well is begging for help. This past year we have functioned with 5 board members and occasional secretarial assistance and managed to maintain recognition of the association. Some activities were reviewed at the meeting in a power point presentation.

 

The organization needs better leadership than I have to offer and a greater member involvement to survive. In hope that more members step forward, I plan to lead a continuity committee of whoever is willing to help:

 

1. Pick up and respond to PO Box 8151,

2. Read and respond to boydacres@gmail.com,

3. Attend NA Round Table meetings,

4. Respond to urgent land use issues, and

5. Maintain website.

 

Additional activities, such as regular meetings, e-news and charitable efforts will have to await greater interest. Contact me if you are interested in being part of that committee.

FALLEN SNOW AND LEAVES

 

The recent snowfall should be a reminder to property owners of their responsibility per City of Bend Code to clear adjacent sidewalks of snow within 24 hours for residential and 6 hours for commercial areas. In doing so please make an effort to put shoveled snow onsite in your yard and not back in the street where it can block catch basins. That caution applies to fallen leaves as well. Ice should be either removed or covered with suitable material to assure safe travel.

Eric King will be guest speaker at the general meeting of BANA November 7. The City Manager is a key spokesman on the subjects of most concern to BANA members, namely development at Juniper Ridge and traffic congestion and the new code regarding neighborhood associations. Please plan to come with questions and invite a neighbor. The meeting will be held in the training center in the back of the North Fire Station. Check out the map above for directions.

 

 

New Board Nominations Needed

 

Nominations are open for new board members. The board consists of 5 members including Chair, Vice Chair, Secretary and two at large members that help lead standing committees that include Land Use, Traffic and Safety, Good Samaritan, and Parks. The board meets monthly or as needed and terms are for one year ending at each fall general meeting.

BANA Bylaw Changes

 

Some changes to the BANA bylaws will be voted on at next board meeting and general meeting. The full text will be on the website: www.bendneighborhoods.org/ Neighborhood_Websites/ Boyd_Acres.

 

The changes involve:

1. One annual meeting rather than two (to match city requirement)

2. Rights of members defined

3. Removal procedure of a board member by board (to fix a gap in old bylaws)

4. Special meeting called by members procedure (to fix a gap in old bylaws)

5. Public records requirement replaced by privacy policy ( to reduce burden on board, matching new code and add policy to match our practice regarding the use of the membership list)

6. Membership list maintenance duty removed from Vice-Chair.

He has been involved since 2007. He says he is a better citizen as a result of his activity, having learned more about land use and city government, and he has enjoyed getting to know some amazing people. Help Clean Up the Neighborhood

At Ponderosa School

 

Impress and encourage the new principal of Ponderosa Elementary School by joining a party of employees and neighbors as they work together to clean up the area in and around the school. The district does not have enough budget to keep the new grounds as groomed as they should, and the weeds are gaining ground. Any help is welcome! Bring your work gloves and your favorite weeding tools.

Neighborhood Input to US 97 Bend North Corridor Solution Urgent

 

The ODOT public hearing of the draft Environment Impact Statement (EIS) for the US97 Bend North Corridor Solution will be Wednesday August 24th at Riverhouse Convention Center between 530 and 830 pm. Sign up by 630 pm to make public comment. Go to www.us97solutions.org/draft_eis  to obtain a copy of the draft or view at the library. ODOT representatives will be at the downtown library 430 -730 pm Monday August 22nd. Public comment period for the draft EIS ends September 12th. A special board meeting of BANA will be held Wednesday, August 31st at 530 pm at Starbucks in Cascade Village Shopping Center to discuss a collective response from the neighborhood. It has been noted that the plan provides little improvement to pedestrian and bicycle access between Empire and Cooley.

 

 

 

Thanks for Weed Abatement Efforts

 

Whether it was volunteer initiative, citizen complaints, or action by BANA, weed conditions have improved along Boyd Acres, and Cooley. If you see an area that still needs the attention of a group effort, contact BANA at boydacres@gmail.com.

More Weed Clearing Help Needed

Weeds, noxious or not, are growing strong in the neighborhood, creating problems like blocking sidewalks, bike lanes, and critical lines of sight. Unchecked they will spread and become a fire hazard.

 

The effort of a few volunteers has done much to reduce the problem along Cooley and at its intersection with Boyd Acres but more help is needed. The city has sent a work crew to clean up the right of ways areas along Cooley but will not being doing the same for residential streets, such as Boyd Acres between Morningstar and Cooley, where there are several problem areas involving extensive knapweed. Notice has been sent to the city regarding certain vacant lots where noxious weeds and flammable vegetation are imminent and extensive. In the meantime the pathways need to be cleared, sooner better than later. Relationship Between City and Neighborhood Associations Being Redefined 

A new resolution will be presented to city council in September that will reduce the control of the city over neighborhood associations without reducing their status as an important feedback method for the city. Depending on leadership, this proposed change could allow NAs to be more efficient and effective. Details will be provided when the ordinance becomes final.

This weekend a large 30 yard dumpster will be located at

for a map. PLEASE NOTE THAT NO GARBAGE IS ALLOWED AND YOU SHOULD EMPTY AND NOT LEAVE BAGS. Later in the day you should call 389-9663 to make sure there is still room in the dumpster. In addition Instant Landscaping will be offering a $2.00 per cubic yard discount on any bulk Landscape bark, gravel, or soil purchased that day. This service is provided through the cooperation of Instant Landscaping Company and BANA.

BANA Broom Brigade May 21st

Volunteers are needed to participate in an effort to sweep the sidewalks along Cooley, Boyd Acres, 18th, and Morningstar.

 

With some evidence of physical support from our residents, a coordinator

will make brooms and safety gear available Saturday May 21st at the intersection of Cooley and Boyd Acres at 900 am. Volunteers will need to sign a waiver and listen to some safety tips at that time. Two teams will work in opposite directions along the circuit and meet along the way. It is the responsibility of each property owner to clear his or her own sidewalks. Doing so prior to the 21st would make the brigade move more quickly.

 

Following the effort Public Works will arrange to sweep the streets and bike lanes. This will make bicycle and pedestrian travel much safer and enhance the appearance of our neighborhood. Please respond to boydacres@gmail.com with your interest in this project.

Bend 101 Mini Citizens Academy Class 

Learn more about how the City operates during three special Bend 101 classes.  Bend 101 is a mini citizens academy designed to explain what the City does with your tax dollars and why.  All classes will be held from 5:30 p.m. to 7:30 p.m. in the City Council Chambers at Bend City Hall, 710 NW Wall St.   

Dates and topics include:

 

       Tuesday, April 12 - Introduction to City Government

                                The Budget and City Finance   

Tuesday, April 26 - Public Safety: Fire & Rescue

                        and the Police Dept. 

Tuesday,  May 10 - The Public Works Dept. , 

                         Community Development Dept.

 

All classes are free and residents are welcome to attend one, two or all three sessions.  Reservations are required and can be made by calling 541-388-5516 or by email at jfinestone@ci.bend.or.us.

Drop an email and let the BANA board know if you attended one or more of the sessions.  A special session may be scheduled for BANA later this year.
