River West Neighborhood Association Monthly Board Meeting March 12, 2007 Columbia River Bank In Attendance: Annie Goldner, Chair, Leslie Olson, Treasurer, Kelly Powell, Secretary, John Golden, Traffic Safety, Janice Miller, Parks & Rec Liaison, Allyson Kissell, Land Use I. Officer’s Report A. Chair 1. NA Meeting is Thursday 3/15 at noon. Clean-up and Ken Eagan for Street clean-up will present. Leslie and Annie to attend. 2. RWNA Presentation to Council Leslie attended with JoAn. Leslie said that it went very well. JoAn prepared a PowerPoint presentation, and that they answered a couple of questions from council members. 3. General Meeting on May 17 Annie to contact council this week. It was suggested that we request that attendees submit questions for council members in writing prior to meeting. 4. Discussed working a booth at Wild Oats Market with another NA on March 22. Annie and John volunteered. Leslie mentioned that she might be able to. 5. Fire Free Program Phil volunteered to attend meeting on 3/14. He will report at our next board meeting. 6. Mirror Pond Technical Committee Phil Chang wants to be on this committee. Annie to follow-up. 7. E-mail Origination. Annie to talk to Mike VanMeter about his name on association emails. 8. Southern Crossing will work with RSVP – do we want to also? 9. Liquor Board The applicant who wanted to sell liquor from his Westside home decided to pull the application due to neighbor concerns. 10. Council Vacancy Seat Annie to contact Dave Mengus to inquire if he will apply. 11. Clean-up Day Discussed participation in annual event to be held on May 12. Leslie volunteered to be RWNA’s coordinator. It was mentioned that we should have a membership drive connected to event. 12. Summit High Concert Annie discussed RWNA participating in the Summit High School “Reunion” concert. All proceeds go to the School’s fine arts program. It was suggested that we participate by selling tickets. Leslie to speak to Lynn Baker, Summit’s principal. B. Secretary’s Report 1. Reported that February’s board meeting minutes were sent to sent to City Council. 2. Reported that the monthly e-mail reminder to all members that the minutes/newsletter is online did not go out. Will start in March. 3. It was suggested that we send the Brochure to Minuteman Press for printing and typesetting. Kelly to follow-up. C. Treasurer’s Report 1. $997.97 remains in BOC account ($900 is slated for Triangle Park). There is $1161.34 left in city funds. It was suggested looking into renting the county’s “auto-dial” system to inform residents of the upcoming general membership meeting. Annie to follow-up. 2. Leslie officially accepted the Land Use responsibilities for RWNA. Thank you Leslie. And a big thank you to Allyson for all of her hard work. C. Land Use Report 1. Mt. Bachelor Park & Ride lot- Meeting to be held on 3/26. 2. Mariah Hills- Nothing new to report 3. Steidl Road- The decision to build town home/condos on vacant lot on Stiedle was overturned by hearings officers. She said it was not consistent with neighborhood, and there was not enough parking. 4. Awbrey Road- Builder proposing to build 3 story town homes on Awbrey road. E. Traffic Report 1. Reported that MVNA organized “traffic safety audit training”. John attended meeting and said that they discussed speed watches and abandoned vehicles, and they trained people to use the Traffic Safety Engineering Worksheet. John said that this is just a test program rolled out in MVNA. But it seemed promising for other NA’s. 2. Reported that Jacob Cross has volunteered to work with John on traffic related issues. 3. TSAC Meeting Update Update on letter requesting increase in funding for city safety projects. F. Park’s & Rec Report 1. Neighborhood meeting for Park’s tour is set for April 5th. Janice reviewed notes from 2/27/07 and 3/6/07 Parks & Rec Board Meetings at which there were citizen complaints about the new Quail Park skate area. Lots of problems with bad behavior on the part of the skaters. Discussion of where Quail Park is and what neighborhood association it would come under. We still are not sure. Bend Parks & Rec has asked the neighborhood associations to come to a planning and training. Date still to be decided. G. Membership Bill (who was absent) had suggested to Annie that he would like to mail a flyer to current members. He suggested a contest. The board decided against the contest. Allyson suggested Annie contact The Bulletin and the reporter who interviewed her at the bridge opening. The idea is to do a story on neighborhood associations because they are commonly confused with homeowners associations. We all agreed this was a good idea. Annie will contact The Bulletin. H.
